Top dressing is a technique to help the spots in your yard that don't retain water well, or get baked by the sun. You'll see this a lot in the grass right next to the sidewalk. You can remedy this by raking in a thin layer of compost or potting soil, and let the grass grow up through it. You'll want to do small amounts at a time, let the grass grow through, and repeat. Applying a deep layer of compost will smother the grass. Over time, the grass will grow up through, and the compost will work its way down, and build up the top soil, so those areas can retain water for longer.
